His plan on making Sasuke a hero I think was his worst strategic decision considering what and how he steered Sasuke towards. All it did in the end was turn Sasuke into a worse person who turned against the Leaf.
But anyway:
A good spy should both provide information and do damage they can while on the inside if they are able, Itachi seems to have done neither. The issue with just information is that no one could realistically have been expected to beat Pain especially if he had any type of support. But Itachi did have the tools; Honestly his best one was Koto where it doesn’t matter how sick he was. Just use it on Konan.
She also could the helped for killing Obito as she almost did in canon, much better than expecting someone believed to potentially by Madara Uchiha to die to something as simple as a single Amturasu blast after surviving everything Hashirama Senju threw at them and then presumably 75+ years.
My issue with Itachi is that his plans didn’t have countermeasures for countermeasures. They only ever worked by happenstance like with Koto being useful how it was. I think with the tools he had he could have done so much better

Plus he wants Sasuke to be the type of person who would stand in the way of that. He utterly failed and miscalculated that he would have been able to it seems, but at the very least a weaker Akatsuki means a much less likely death Sasuke, his other goal.
Itachi only stated that he wants to keep an eye on the Akatsuki, because logic says that he's not stupid enough to take on the Akatsuki by himself. he is not strong enough to destroy them by himself, he can only keep an eye on them and manipulate certain events.
But he absolutely could have since he can turn any one of them other than probably Pain and Obito with Koto. Other than that his powers would make him be able to pretty effectively deal with most of them. We know he at least one shots Deidara by looking at him, of course his susano blade would one shot anyone, Hidan isn’t a threat, etc. With help (as I said I think Konan the best choice since she knows Pain’s secrets) a sneak attack I think very much could kill at least almost all of them
He did a terrible job in any case since he didn’t actually manipulate much to the betterment of anyone and if he was just keeping an eye on them then he at least needed to tell others what he learned.
As it stands he actively help the Akatsuki quite a bit towards their goal and didn’t help the Leaf survive them, indeed the village of course was destroyed because of how ineffective he was

Itachi is a terrible strategist, he is just lucky to have one of the most OP pair of eyes in the universe, his strategies normally are: Show off one or two jutsu and when it doesn’t defeats his adversaries he appeals to Sharingan shenanigans, (one of) the most OP ninjutsu in one eye, the most OP genjutsu in the other, a Susanno’o with the most powerful defense and the best sealing jutsu in the story. When all of this doesn’t work or attends to his needs the author just creates a new tool for his eyes to win anyway (Izanami), no strategy involved.
Obito became 10 tails jinchuriki by pulling a fast one on people like Minato, Madara, the Senju brothers in a gambit that requires him to get his heart pierced by Kakashi.
This is aside from him running the Akatsuki from the background for years.

I didn't think it was Obito's plan from the beginning, but rather an opportunistic seizure of power given the circumstances.
Obito's plan to a large extent semes to have involved him planning things. He knew stuff such as the seal on his heart so he probably had a general idea on what he needed to do.
That contrasts with things such as Minato figuring out the limitations of the TSBs via observing things as he went along.
But that is more of an issue between strategy vs tactics.

Yep, his intelligence, strategies, and counters earned him praises from tons of characters. Hell, Madara and Jigen/Isshiki recognized this and made it a priority to take Sasuke out first.

In battle or just in general? Madara before Madara fought he planned for what would happen should he lose to Hashirama and was successful decades later down the line. Much of his plan having to come to fruition post mortem. Sure not everything went exactly right, but in the end he ended up reviving and even becoming the So6P and best yet activating Infinite Tsukiyomi. It took Hagaromo and Kaguya's intervening for it all to fall apart. He has the most impressive feat IMO.

Edo Tensei, Literally the most broken hax in all of Naruto, so broken the entire shinobi world had to align to fight a war against it (as well as assistance from the white zetsus who were mostly fodder but you get it)

I agree and disagree with black zetsu. like yeah, he manipulated some of the most powerful ninja in the world to revive his mother in an insane grand scheme plan, an amazing feat to be sure, defiantly deserves the strategist title. He did defiantly use that time wisely though and despite that he's weak as a shinobi with limited combat abilities he pulled of the biggest bullshit plot twist in all of anime. Most likely Minato as Minato's whole fighting style revolves around needing good battle IQ. Teleporting to knives is cool but it does offer much for offensive capabilities unless you insane battle IQ to get the enemy in a favorable position.

Minato was moreso focused on why Obito turned evil and being surprised at Naruto’s growth/power. raw strategy, imo, no surprises here it is shikamaru. he plans ahead in continuous sequences and no matter how dumb or slightly lucky he might get, his every move is intentionally forwarding an event in a way he has planned.

Minato. Not only is he just genuinely intelligent, so are the others listed. He had to male multiple split second decisions that directly saved the ninja world and ended the cycle of hatred. His prep and planning in that moment even allowed his plan to be carried out after his death and ended a 1000 year manipulation. People say Zetsu is the smartest for manipulating things behind the scenes the way he did but you have Minato who stopped that plan with his even though he didn't have the full picture.
I think Obito is pretty underrated, he was a master at thinking on his feet. Tricked Madara twice and manipulated some of the strongest and smartest characters in the series. Id say he is the best manipulator in the series and smarter than Madara

Tobirama's plans more or less were just him reacting to Juubito's movements in the short term and most of his plans were largely ineffective. It's not really an anti-feat considering what they were up against but nothing he did truly stood out on its own.
Itachi's plans were all garbage. For as smart as he was, virtually all of his actual long-term strategies crashed and burned long before they could ever get rolling, and most of his short-term planning was done against people far inferior to him anyways. Even Kabuto, the only one I can really say Itachi outplayed, was done with a literal unbeatable hax jutsu that Kabuto simply had no defense against, rather than just a pure outplay through strategy.
Minato though- Minato took one look at Obito's ability and instantly forged a game plan to take advantage of its weaknesses and it worked. Then as if that wasn't good enough, he anticipated exactly how Obito would move in the future and basically set Naruto up for the best possible conditions for him to be able to combat Obito.
Minato even thought to leave behind a chakra imprint as insurance against the Kyuubi and presumably discussed having Kushina there to help Naruto secure its chakra when the time came.
Then when war arc rolled around, Minato's own strategies were integral to working with Tobirama to keep pace with Juubito. Then when Juubidara fought Gai, it was Minato's strategy that allowed Gai to take the lead in the fight, which bought enough time for Naruto and Sasuke to recover.
It's Minato by far.

Lord second and fourth both died fighting 💀 itachi planned his death to his brother only after defeating him and then proceeding to rid him of orochimaru that he knew was inside him.
After a certain point the only way to know is if they fought each other. Based on solely what we’ve seen, Itachi planned basically years ahead and got almost everything he aimed to accomplish with the path he was forced to walk

Itachi, the first time he fought against Kakashi before tsukuyomi, he hit him with an explosive clone after a small skirmish, there was a moment when Itachi just stood and did not clone the explosion immediately, when Kakashi was next to him, he waited until he moved to a safe distance . We then see how he took advantage of Jiraiya's weak point and successfully separated Naruto and Jiraiya, and yes, if Itachi was serious, he would have just taken Naruto and left Jiraiya the fool.

Of those three, Tobirama. Minato and Itachi rely way too heavily on their one hax ability (teleportation, genjutsu). Tobirama has shown way more diversity in strategy and thinks on the fly better. Expanding the list though, it’s probably Shikamaru. He’s always outclassed in terms of raw power, and wins through brains alone.
Why didn't you add Shika and Kakashi? They would be valid candidates, but still, Tobirama is unmatched in strategic thinking, and Kakashi said BLOW UP THE MOON
