Initially, yes. Bravo was always going to be a stop-gap though, and as Joe says here, Pep needed the team to start playing the way he wanted. Bravo was bad but did what Pep asked. Joe simply didn't have that in his locker.

Keepers aren’t exempt these days, you need to be very aware and good with your feet, Hart was a decent keeper but would slice everything off for a throw in.
He can't play with the ball at his feet at all and part of Pep and Arteta's systems especially require the goalkeeper to play as the central CB when in possession which is why they both also always play with a right-footed CB at RCB and a left-footed CB at LCB. This is partly as they both move to the right and left respectively in possession, with the LCB essentially moving to LB to cover for the inverting LB in midfield, and with the GK moving forwards into the centre of the space between them so that it's like a back 5 in possession. A big reason they do this is because it allows the inverted LB (Cancelo for City before, now Gvardiol; Zinchenko or Timber next season for Arsenal) to move into midfield in possession whilst the team still has a back 4 to pass to and build up possession from the back with.
This is the exact same reason why Raya was signed to replace Ramsdale as Arsenal don't face many shots at all and don't concede many 1v1s, let alone shots on target, so it pays more to have a GK who may not be the most elite shot stopper but is elite at other more important things for the system. These include first of all being elite with the ball at his feet (both with dribbling and quick and accurate distribution), great at claiming the ball from crosses of all types and corners to take the pressure off your back 4 and be able to reset or preferably to then make a quick long throw to a pacey winger already making a counter attacking run and be less prone to errors and be very vocal with the defence as the GK can see the whole pitch at all times.
So having a GK with these traits who is a decent shot stopper, especially with long shots as 1v1s are very rare against Arsenal and City, is far more valuable to a Pep or Arteta system than a player like Ramsdale who has decent distribution and great shot stopping and reflexes, but is error prone, doesn't command his box from crosses and corners at all which puts pressure on your defence and not good with the ball at his feet so is useless in possession other than as an outlet to hoof it up the pitch.
Prime Petr Cech or Casillas would be worse in Arsenal and City's systems than David Raya would as even though Cech is a world class shot stopper his distribution is so poor that he would make so many mistakes throughout the season leading to goals and wouldn't provide anything in possession.

In fact, De Gea didn’t even make the 3 keepers even when he was performing for United the best ahead of the 3. when a manager wants to play a system and you can’t do so, you’re out no matter how good you are overall.

Bravo stylistically was the right fit so I at least get why Pep brought him in. He was just incredibly erratic in the Prem for us. Fortunately Ederson was a year down the line.
Bravo was class at the WCs and at Barca, he was always a bit of a stopgap but i dont think anyone couldve predicted him to completely crumble like he did

Celtic fan here, at first I was not too sure when he signed for us but he turned out to be a hero for us and he couldn’t of finished his career in a better way
As much I dislike Joe Hart (largely due to being an aberdeen fan against Celtic) I respect him for this, he was very understanding about it although he didn't agree, he was humble and mature and that's what makes great players

The period of Hart’s career between City and Celtic is bizarre. Going from being one of the top keepers in the English league and England’s No.1 to a player no big club wanted overnight and playing second fiddle at Spurs and Burnley, It’s unheard of for a player other than one with a behavioural issue.
Delighted how things worked out for him when he came up to Celtic, he was terrific for us both on and off the park. Without those last few years his career would have been looked on entirely differently, it’s great that he finished on such a high.

He was a great servant for the club, and fit the system under Mancini and Pelligrini. He was in the squad that won our first piece of silverware for 34 years. Great goalkeeper and a great person on and off the pitch- just not the right player for Pep.
