After 52 weeks at the GS-6 you can apply for internal (MP) announcements at the GS-7. You will still have to meet the basic quals for the job you are applying for.

The advantage of applying as a fed for fed jobs is essentially you won’t be blocked by preference candidates for jobs open to the public. That’s in itself a great thing.

Finish your year at the GS-6. In the meantime keep an eye on USAjobs for positions at the GS-7 that interest you. Go on and start building your resume for those jobs.

My advice would be look for jobs in a career ladder for the 5 or 7 up. Your outside experience will count toward qualifying. Your time in grade for internal announcements will get you to the 7.

Our first lab got his brother when he was 6 and brother had just turned 1.

When our first passed on our second was despondent. Wouldn’t eat, random crying, sometimes withdrawn when previously a 90 lb lap dog and sometimes so clingy you couldn’t walk. We were about a year away from retiring and had agreed we wouldn’t get another. That lasted about 3 days after we saw the second guys behavior change.

So at 10 years old he got a little brother, our third lab. The third little guy cried all the way home. As soon as he saw his brother he was fine. He still wasn’t interested in us for a few weeks but his 10 year old brother was great. The 10 year old perked right up and became playful, started eating again etc. Baby is now 3 1/2. Second is now about 14. Nope, we will never get another. Well, that was the agreement until they had to be separated for an evening. Baby howled all night unless he was sitting next to me whimpering. I guess he will be getting a new brother.

My point, I don’t know when the right time is but I do know they adjust.

Understand and agree. Seems OP may have been selected from a DE announcement. He could ask in that case to be considered for superior qualifications but I think it will be a non starter since all he has is government experience at the lower grade.

I agree with you. Looking at RUS, I land on 11/1 regardless of whether you calculate for 8/6 or 9/3 anyway. I’m beginning to think OP is trying to make up for lost OT earning

Please explain. When you say you switch agencies, did you apply for a position in another agency?

There isn’t much negotiation. You can tell them you don’t want to accept a term appointment and then they can either stick to their guns, separate you or give you the career conditional appointment.

It sounds though, and I mean this respectfully, like you have friends you feel are in a better place in private sector. If that’s the case, I’d honestly go there. I have heard USGS can be a difficult agency to work for.

I would never be comfortable serving multiple term appointments hoping someday someone might out of the goodness of their heart convert me to a permanent appointment.

Maybe someone who has more experience in Pathways appointments can offer you better advice. I worked for 5 different departments and other than a few PMFs that floated around, none of them made any use of Pathways.
