If I entered as a GS-7 in January 2023, got GS-9 in January 2024 but switch agencies in July 2024, do I get my GS-11 promotion in January or July 2025?

Half of your answer is incorrect. You can switch agencies and still be in the same series/ladder. And if you are deemed ready for promotion to the next grade after one year, it is one year from your last promotion, not from when you joined the new agency.

Are you doing the same job? Is the new job a ladder or an 11? Regardless, you should talk to HR because if it's not pretty much the same job, your ladder (which is not guaranteed) may not work the way you think it will.
A step increase would happen in your anniversary date no matter where you are. But a grade increase is a different story. Ask someone in HR.

It depends. In your example, I’ve been promoted in January and July in different jobs/agencies. Later is more likely.
At some point, you have a talk with your supervisor (preferably after you do something amazing) and say, “what else do I need to do be performing at 11?” You can split this into two separate convos: 1) how am I doing? if positive, proceed to 2) how about that 11?
Promotions aren’t backdated, so it’s in your best interest do it sooner. Be reasonable about it. If you ask too soon, that isn’t a good look.
