Find an interest, show up to that interest every day/week and you'll start learning names and talking to people. Even if it's just asking questions, next time you see that person you'll know someone. Keep going and you'll naturally draw your people in.

Example my interest is yoga, I've made so many friends at my studio within just a year

I was the 19 year old that knew what I wanted.... Spoiler alert I did not. Like others said, just stay on your brother's side. Be there for him, keep up to date on how he's feeling. Older men know how to say things to keep the interest, know how to play the game to their advantage. Not saying this is what's happening, but just let your brother know you're on his side no matter what

It's really hard to keep up a strong interest with a new person over just text, if you don't have the ability to see each other regularly. He could still be interested, you're just not physically available. Not trying to give you hope or anything though, my recommendation is to not pursue someone if it doesn't feel like they're pursuing you in return.

This is just worked for me, I picked up a hobby I can take with me and started going to a little cafe close to me. After a while of doing that people started recognizing me, asking me how progress was going, talking about their hobbies, and just go from there. Invite people to sit with you or to bring their hobbies in sometime

I realized I was addicted to the small little bits of dopamine I got when my one sided crushes would give me any sort of attention, but that doesn't mean they liked me back.
