That would have been possible before as well.
A team could finish second in their group on 3 points and go through, whilst another team in a different group finished 3rd on 4 points.
This literally happened in the world cup in 1998. Morroco (in group A) and Spain (in group D) finished 3rd with 4 points each and so were eliminated. Chile (in group B) finished second with 3 points and went through to the knockouts.
So I'm not really sure what point you are trying to make.
The example you provided was all teams finished on 4 points, which is different to the scenario that was being discussed

I don't think the qualifier ranking can be the same. The draw for the groups is seeded based on their performance in qualifying, so each team must have a different qualifier ranking.
As is in all tournaments…this happens every year in the champions league I think.

It’s nice to watch a more unexpected game with teams that have no major stars. The attention is more evenly spread and lots of “dark horse” teams come out of those squads. cheering for all 3 teams from this table moving to the knock out round

So in case of a 0-0 tie in both games, does Belgium go in first place because they beat Romania?
the group ranking would be based on goal difference and goals scored and would be:
1) Romania 4 pts, 3 g, +1 gd 2) Belgium 4, 2, +1 3) Slovakia 4, 2, 0 4) Ukraine 4, 2, -2
Belgium needs to score one more goal than Romania if they match results to get ahead in the group rank.
If Belgium vs Ukraine ends 1-1 and Slovakia vs Romania ends 0-0, or any pair of results where Belgium score exactly one more goal than Romania in their draw, Belgium and Romania qualify 1st and 2nd in that order due to the head-to-head.

Got it, so romania can win group with a tie as long as Belgium ties but they do not score more goals than Romania. If they both win , Belgium is first automatically regardless of score because of direct head to head.

Because now everyone has 3 points and Romania> Ukraine>Slovakia>Belgium>Romania. There is a complete cycle. Which direct results apply here? None, so tiebreak is goal difference. After the last match, direct results are the tiebreaker.
Romania cannot finish first if Belgium wins. Similarly Ukraine will finish 3rd of both Slovakia and Ukraine lose.

It happened at the 1994 World Cup. After 2 games Mexico, Ireland, Norway and Italy were all on 3 points. And in the end they all finished on 4 points. Kind of insane that this scenario could be repeating!

Only shame is that the goals scored and conceded are so different. Would have been cool to try and get to the final tiebreaker scenario where teams that are equal on all other metrics have to have a penalty shootout to decide who finishes higher.
