American here, allow me to clarify:

Meat served as a hamburger is traditionally ground (minced) beef.

Turkey burgers are ground turkey.

Veggie burgers are usually minced soy/legume protein and veg.

Salmon burgers are ground salmon.

Chicken burgers would then be made with a ground chicken patty.

A chicken breast filet would be a chicken sandwich, not a burger, because the meat isn't ground or minced.

We wouldn't call a steak sandwich the same thing as a hamburger just because it is beef in a bun. It's the process that makes it a burger.

There's your quote from your OP. Received 38,000 I'm reimbursement on $7m costs which is up to 11m this year. This is essentially a tax return filing that reimburses a portion of sales tax generated. That's all.

Please provide sources where he's trying to get the state to pay for the entire cost. They're seeking reimbursement from a portion of the state sales taxes collected. It's essentially a tax return. Please try to understand this is a normal business practice in an economic development zone. You're trying to make this something it's not bc you're a CFC guy with a grudge. You should be just as worried about your mayor owner collecting from the same pot.
