The opponent can ignore the effects of Legacy energy if they had "Temple of Sinnoh" in play or your pokemon was knocked out by a result of an ability, E.g: Radiant Alakazam or Munkidori moving damage counters to your V pokemon. Also, if you got "frenzied gouging" from Roaring moon then they would take 2 prize card because Frenzied gouging is not damage, its just knocking you out.
In order for legacy energy to work and take 1 less prized card you need to meet these two conditions: - the opponent's active pokemon has to attack. - your pokemon is knocked out by damage.
Miraidon can attack again if it gets switched to the bench and back to active. All status effects and attack restrictions gets reset when the pokemon is benched from active.

When did you buy?, I think all the cars with problems were bought in the past 2 weeks. Also, all of them are AWD. Front whell drive isn't affected.
Try to turn off the 2.4Ghz Wifi on your router. Use only the 5Ghz wifi Your playstation portal might be connecting to the slow band if you have both modes on.
