So I have a Windows Surface Pro, and whenever I hover over an app on the taskbar, the app highlights and it shows the name of the app, as it should. The problem is when I take mu cursor off the app, instead of stopping the highlight and name display, they stay there until I click on/hover over another taskbar app. This issue also seems to turn on and off randomly, sometimes happening when I'm on some apps but not others (e.g., The issue happens when I'm on Edge, but not when I switch to Spotify.) Not a massive problem, just wanted to know if it was a sign of anything serious. It's basically new, and hasn't been dropped at all. The only major thing is it was set up by my school's IT department instead of me, since my original laptop blacked out and stopped working halfway through the school year.
So I've been trying to download Fallout 76 on my laptop, but the download is stuck at 0%. So I googled it, and I was told to do things such as clearing the download cache and changing download regions. One problem: Whenever I go to the 'Steam' button in the top-left corner that should have a dropdown menu with settings in it, nothing happens. There is no dropdown menu. Any ideas?

Events, Joining Teams, Challenges, Expeditions and Daily Ops. Events you can join basically anytime, as long as there are other players, and for Expeditions and Daily Ops you might want to wait until around LVL 50 to solo, but it a team you can do pretty well around LVL 25-30 without any Power Armor, but feel free to use some if you think you need it. And don't go to The Pitt. Nobody likes The Pitt.

So I roll three star effects until I get the 3-Star effect I want, the roll the 2-Str until I get the 2-Star effect I want, then roll the 1-Star effect until I get the 1-Star effect I want, and roll on a different weapon each time?

The only other time I've done a roll is trying to get Lightweight on a Super Sledge. Then I heard about All Rise and just got that instead.
I was planning for weapon speed, since I've given it the Speedy receiver and was looking for a speed increase, and Holy Fire has saved me with Vampire's, so that's definitely on the list.
