You pay 200% more caps to fast travel whilst over-encumbered.

Rank 2: You pay 60% fewer caps when fast traveling +

I would use this as a core part of all my builds. I'm a hoarder at heart since New Vegas

Nobody would have to pay that because they'd just travel to their camp or one if the many free hubs

It should be a percent based on the weight you are over encumbered. So the more weight the more caps.

To avoid the free travel zones making it possible to sidestep the penalty, it should probably be a flat rate like 50 caps over the normal cost.

Knowing them they would add a 3rd star, and have fast travel be star 3. Star 2 would be can sprint while overencumbered

I think thats actually more or less how it was in FO4, minus costing you caps
