The context of this tweet IIRC was him jumping into a conversation about the controversy at the time surrounding Colin Kaepernick. A guy replied to what Ahmadinejad said on the matter asking him what he thought about Kaep’s former coach, Jim Harbaugh and him trying to bring Michigan back. This was the reply.
Just a few days before this tweet, there was this article which profiles how he was trying to reinvent himself with the Iranian public, and seemingly doing anything to stand out. Seems like he was trying to stoke divisions in the US (the prior kaepernick tweet), while also trying to be “on Twitter” like Trump was at the time
