According to servsafe standards you would have to get it above 165 for it to be safe. That's where the curing salts come into playback cooking something at 140 no matter how long will never get your meat out of the temperature danger zone. He's really correct you just misunderstood what he was saying.

Seemingly overlooked fact... there was already more than enough moisture to "bind" the salt to the meat. Salt also starts to draw out the surface liquid creating a nice damp environment for the rest of your rub to stick to. People love to say you "need" mustard or hotsauce as a binder and you don't really taste it. Truth is it is a waste of money and time unless you actually enjoy the flavor it adds. It is 100% an arbitrary step.
