Yes- you'll need to know the dot numbers for the Perkins braille writer, writing on a note taker, and for grade 2.  It's actually imperative to know the dot numbers, otherwise it's easy to get turned around or confused with certain letters, group signs, and punctuation. It's worth the time spent learning! Braille isnt quick or easy, but learning it correctly and taking your time will serve you so much better than rushing. Best of luck!

Windows narrator is garbage. It freezes all the time too. NVDA is a free screen reader that allows for customized commands. ChromeVox is also great, but may only be available on  Chromebooks. It allows a lot of customizations as well, including hover to read.  Chrome select to speak, which is another Chrome service, is very glitchy and unhelpful ime. 

Visual snow is often affiliated with anxiety, ptsd, and other mental health challenges. If it is related to mental health for your girl friend, she also needs to make sure she's getting the mental health  support and accommodations  she needs. 

3500 words is a 14 page paper- that shouldn't take more than a week to chunk through for a draft. You've got this! 

Yes- but an IEP meeting isn't required to transfer, which is what OP is asking about. Once kiddo is enrolled in another school, the receiving campus will hold a meeting. Parents don't have to manage that on top of the transfer.
