I’m a civil water resources engineer that does consulting work for MnDOT. I literally design storm sewers. Catch basins are typically only about 3-7 feet deep. Some can get up to 15 feet deep but those are rare and are trunk lines spanning long distances.

Lift off the grate cover over that drain and use the net. It will be much easier. The grate cover is between 50-100 lbs so it's heavy, but do-able. There's no adhesive or anything, it's just sitting there.
