I mean no disrespect but I'd be scared to do anything with that stem if you can't figure out how to pop a rubber plug off.
Do you have a torque wrench? Do you know to tighten bolts evenly? Do you know how to set compression on the headset? All of those are tougher than the thought of attempting to remove a plug.
I'm all for people learning how to work on their own bikes, but maybe you need in-person guidance for the first time. It's something you absolutely do not want to mess up because serious injury can definitely occur.

Realistically I'd pay $50-75 because everything is old and the geometry is not something a lot of people are into and the comfort level is minimal.

Cheap and fun but don't be surprised when replacement parts can be hard to find. Stators, regulators(unless you're good with wiring), and CDI boxes might be tricky to get. Be sure you can get those crucial pieces before you pull the trigger.
Also, is that front tire on backwards?
Need a new chain too unless you still have the part you cut off and don't mind two master links.

I bought a cheap ($50) DIY carbon repair kit for mine. It was a fun experience to lay that up, and it's gotta be stronger than before. I'm no pro, maybe 800w sprints very occasionally. Usually just spinning on rain days.
I have never felt unsafe on it.
I wouldn't repair if it were cracked through, but a dent is okay in my semi-professional opinion.

Can confirm. I can calibrate mine and by the end of the day it's off by several hundred feet. Otherwise it's a solid budget watch.
