MSI had no limits and other brands had it for around 250-300W and their new baseline is 188W. They are going in circles, I think they said to ignore their own baseline and go with the mobo manufacturers settings. These still don't address the instabilities.
It's not just about the heat, mobo manufacturers clock it to a very high boost by default which makes an unstable chips even more unstable and Intel's solution is to create a baseline to reduce its performance. Most of the benchmarks available aren't done on this new baseline, which means that the performance is bound to reduce.
I see many people are recommending the 14900k, I would say get the 7800x3d, it's more powerful for gaming and the 14900k&13900k are highly unstable chips with a lot of problems. You can even wait for the new lineup of AMD chips if you want
