Hey all,
This guy is suspected to have broken into my apartment building’s parking garage. Roughly $7,500 was stolen from my car, and some items were stolen from other peoples cars. I know the photo is a touch grainy, and sadly there is no license plate cover. But with the license plate in that position is pretty distinct, as are some of his facial features.
Any help would be greatly appreciated.

Been doing photoshop editing as a freelancer. One frame can’t decide but this frame of the video looks like there was nothing written on the plate. I have left freelancing but I would suggest go to r/photoshoprequest to get the picture of the guy in more detail. If you do a paid post for like 5 bucks, you would get enough good responses
Edit: also I’m sorry but did you just click the picture of the monitor’s screen with a phone camera? That doesn’t help, please use the inbuilt system for the CCTV camera software to take a snapshot for a more clear shot. Get a different frame for the truck if it’s readable at another frame

Advise police that they have it - but dont wait too long, those systems often get rid of older footage.

If you provided an actual video clip instead of this terrible photo of a monitor I might be able to manipulate the file to see if there's any detail that was simply overexposed by the security camera.
I do know how to screenshot, and snip. However management won’t give me access to the video/computer where all the imaging is. They will only send it to the police, which they have done.
I’m right there with you on running it through editing software in an attempt to clean up the image. But sadly I’m stuck here. Thanks for the advice nonetheless.

My work backpack and golf clubs were put in that night as I was leaving in the morning. As it’s a secure parkade I thought it would be a hell of a lot more safe. He came in at 0200hrs.

There wasn’t a work laptop. The clubs were $5k total, the work bag is $750, then there was some tech inside the bag that helps me out haha. My laptop was upstairs thankfully

The facial recognition feature of the security camera identifies him as “normal” approaching “smart.” Looking at the camera is probably what held him back.

I recommend to post the actual image file to here not picture you took from your phone as the picture get distorted. Anyway Aparment like this should use LPR (Licence Plate Recognition camera) to be able to capture clearer license plate.
Sadly management refuses to hand me the photo. One of the workers there hooked me up thankfully. I do completely agree with the LPR though
In my experience those cameras start at 10K each it's not cost effective

No but that's a 2004 GMC Sierra 2500 duramax, likely a higher trim level as it has the factory chrome trim, chrome alloy wheels and running boards. Aftermarket steel bumper with large tow hitch. Solid tonneau cover, tinted windows. Lots of things on this truck to make it stand out from every other GM truck of the era. Try posting this on alberta coal rollers, it's a Facebook group full of dudes who have tracked down people by their trucks before. After that go post this on a few other local Facebook groups, buy and sell ones too if you can get away with it.
The video is already fuzzy as it is. If you took a screenshot and uploaded that it would have much better quality, then a picture taken from your phone. With this level of quality even if I knew the guy I don't think I would be able to recognize him.

Generally don't need to. Most management will share it if asked. Security company can't share it without managements permissions either the footage is owned by the building.
It doesn’t matter who owns the footage. If the police subpoena the footage, they have to hand it over. OP will have to do this to obtain it, if they won’t hand it over voluntarily.
In cases I’ve read over the years, police don’t always allow families to see the subpoenaed footage. I don’t think that would be an issue here, though.
Police usually don't share footage because it's an ongoing investigation and can end in vigilantes. They aren't supposed to do so at all.
It does matter who ones the footage whoever owns it is the one who has to choose to share it bugging security won't help they can't share the footage.
Of course police aren't going to release footage to the public because it could compromise their investigation and/or case. They sometimes do release things partially.
It doesn't matter who owns the footage, whether it is the management company or security. They have to surrender the footage to police if it is subpoenaed. Subpoenas are not voluntary.
Edit to add: It remains unclear if OP has asked police to subpoena the footage. Once police obtain that footage, it will be up to them whether they share it with op and/or the public.

My parents would get their vehicles broken into in the past but they never put even $1 worth of valuables in there. For me that’s almost like putting something valuable outside for anyone to take.

Haha it was my work bag, golf clubs, and some other personal belongings sadly. I wouldn’t hold that much cash and leave it in a car. Then again looking back… idk why I left that much in my car in valuables
OK much more understandable. You should try and look around at pawn shops, my neighbor back in the states got his house robbed and found all his stuff at a local pawn shop.
The laws in Canada basically state that pawn shops have to hold items that are sold to them for a long period of time so cops can check it for stolen reports. Or they lose their license. I did call them all though with descriptions and I update marketplace/kijiji every couple hours

That’s a nice clear photo of this asshole. He is probably a pretty experienced thief knowing he can look right at a camera and still go ahead with his crime with little chance of being caught. I lived in a nice new condo building in Burnaby B.C. a while back. The very day I had chosen to load up the back seat of my Tundra with tools, a guy got in through three different locked doors, got into the truck without setting off the alarm and walked out loaded with three tool bags. I got video footage from four different cameras. He always held his hand over the lower part of his face but otherwise could probably be identified. When I took the video to the RCMP and they looked at it and considered what I told them about the theft the first question was, “Do you know this guy?” He seemed to know how to get in, where my truck was, that I had tools, etc. They could do nothing and didn’t even try. A professional thief just doing his job, I guess, and driving up insurance rates for everyone.

Oh man, so sorry this happened to you. We are in a secure apartment garage too but I guess if someone just followed another car through the resident garage entrance, it probably wouldn’t be questioned. Most folks would just assume they belonged there and went about their business.
The same with how holding the door and letting unknown people into the building can be a problem. People try to be friendly and don’t want to offend or assume the worst. Sadly, if a resident doesn’t know the people they are letting into the garage or the building, they shouldn’t be doing it at all.
Yeah people are let into the building all the time. This dude however broke into the side door to get in. I’m with you on not letting people in casually

This happened to us in a secure parkade when we lived in an apartment building in a brand new neighborhood near summerside. We just ran up stairs to put groceries away, came back down and our car was broken into and stolen from. In less than 20 mins. They were hiding in the parkade waiting. Never trust anything in this city.
Take this opportunity to not store tools in your car.
Also if it's $7500 it's not covered by your vehicle policy let alone the home policy which I'm sure you took into account

Regardless of the amount it wouldn't be covered by vehicle insurance. Contents are always under homeowners insurance unless the items are for a business and are covered under a business insurance policy.
What if you are parked in your garage ?
It doesn't matter. Vehicle insurance only covers the vehicle itself (and associated liability). Not its contents. Read your policy.

My backpack generally has about $5000 worth of gear at any time. If I'm bringing my camera anywhere that jumps to a min of $9000. A few times a month I shove a drone in it too, so $10k. It doesn't take much.
