Yelling works for some things but it’s not entirely controllable. There are more than 2 options.

It was a failing project until people started yelling outside their half empty events. That attracted people who like to yell at protesters and helped grow the movement immensely.

You should look into how abortion became a popular right wing issue. No screaming = roe v wade likely still here.
