If he’s helping the homeowner as a friend, I don’t believe that would constitute contractor work. It’s homeowner DIY.
It doesn’t need to be same day, and auto reply isn’t an issue. But their auto reply says all requests will take months, which is beyond the allowed timeframe. They’re saying right away that they don’t plan to comply with the law.

This logic is baffling to me. People are willing to drive to the fairgrounds and pay $20 to ride a bus, but not willing to pay $3.50 to take a bus from their home or hotel?? No way.
Public transit is by far the most efficient way to get a lot of people in and out of a large event like the derby. So they should be increasing bus access, not reducing it.
The #6 stop at Taylor and Whitney is about 1 mile from the entrance gate. So it’s possible, but definitely not convenient. Not to mention they will probably stop all traffic, including busses, from passing by when the mass exodus occurs.
And they want the middle class people hoping to save a few bucks to have no choice but to drive and pay for parking (only to take a shuttle from the fairgrounds to the gate).
