My neighbor wants to replace the fence on our shared property line. Sure, I don't think it needs to be replaced but that's fine considering I want to be a good neighbor. They present us with a quote from a Fencing company and it seems reasonable enough. Before signing anything or paying the neighbor then decides to "change the scope of the project" without letting any of the other neighbors know and it is now a substantially more expensive. This same neighbor isn't answering their door.

I'm trying to figure out what our responsibility is now, WA law makes it sounds cut and dry like we have to split the cost regardless. Is that the case if it was never mentioned? Or are we only expected to pay the original quote and not the upgraded fence. It just seems strange to me that we wouldn't get any say in the look or style of the fence and be assumed to fork over the split regardless.
