Fourth fiscal quarter sales tanked 5% from the prior year. Sales in North America plunged 10%. International sales were down 7%. Wholesale sales (aka sales to department stores and other partners) fell 7%. E-commerce dropped 8%. Apparel sales down 1%. Footwear sales down 11%. Accessories sales down 7%.
A little bit of perspective:
Walmart (WMT) US e-commerce sales rose 22% in the most recent quarter. Sure, Under Armour doesn't sell ground beef and bikes, but e-commerce continues to be a major growth driver for most retailers. Provided your name isn't Under Armour.
Lululemon's (LULU) sales in the most recent quarter rose 16%. Sales in its Americas division advanced 9%.
"With several CEOs and heads of product marketing in North America over the past half a decade, ongoing turnover of critical leadership has been central to our inability to stay agile and decisive," Plank told analysts on his first earnings call since returning as CEO.
Reminder: Plank has been the constant in the past half-decade during this internal turmoil. The buck has always stopped with him, who is still the controlling shareholder.

The relationship of the individual really plays no factor.
If you're renting to a relative for below-market rates, then it counts as personal use. This means you can only claim mortgage and property tax if you itemize your regular taxes and you have to be cognizant of the SALT cap with your regular house. You also can't claim depreciation.
You have to rent to them at fair-market rates, pay taxes on all of that income (but you get to use Schedule E), and then you can give them a yearly gift (mindful of the gift tax limit or you'll also have to file Form 709) to effectively lower the amount they're paying.

There's no point in comparing apples and oranges. You want to compare per capita rates.

Problem is you don't necessarily know whether everything is up to code. For instance, OP has said there's a drainage problem with another concrete sidewalk. What if that's a code issue? Or potentially a code issue to someone looking to cause trouble? The inspector is just coming out because it's their job and the city is sending the inspector. There's no benefit to needlessly antagonizing them and potentially a downside.
But what about when driving at night? We tend to do that so our kids can sleep in their car seats while we drive. And I like eating snacks while I drive.
