You can use unigine superposition to test. You may have some isntability. Try this things, put rour rams without the DOCP ram profile enabled and see if it resolved, also dont OC your CPU just to see if it resolves, use the optimized defaults.
Usualy the problem is very simple an is just someting corrupted on Windows, the easy way is isntalling Windows again.

The build is ok but i suggest you avoid Asus for this generation, go for a Gigabyte B650 AORUS ELITE AX, for the PSU a 850W PSU is more suited.
You having a little bottleneck your GPU should be at +90% but noting dramatic if you play at 1440p that botleneck will be null.
But of you want to get some peace of your mind go see your task manager if any program you using is using more than normal usage, if not the best is to do a clean install of windows and avoid installing junk with adware/mallware.
Getting banned for association is one thing completly different to get ID hardware ban. You can appeal an association ban, for about 1 year usually they unban you but from ID hardware ban you are banned permanently unless you start again with new hardware (imac adress is linked to a motherboard), new account and a new ip.

I don't recommend build a PC bit by bit, save more and build it completly. APUs are limited if you plan to upgrade in a near future. My suggestion is if you are in ahurry you can got to a Ryzen 7600X or a 7700X depending your budget because AM5 CPUs have a basic rdna2 iGPU, is super basic but you will be able to use Photoshop in small works till you have money to a decent GPU. What i know is that motherboard is not reliable because the weak vrms to try to do that "experiment". If you have a need to do a OC get a better MB and avoid Asus for Am5.
Can be windows, i know one case of a friend of mine with a 5800X3D he upgraded from a 3700X. Only a clean install of windows solved the isue. I also recommend you to do clean your cmos if you already updated the bios.
