Description of Original Problem: Artefacts while benchmarking with 3dmark directx raytracing feature test and playing Pax Dei. (New computer)
Troubleshooting: Initially had time spy and Pax Dei crashing with the error

I fixed it by setting minimum gpu frequency in amd adrenalin tuning to 1600Mhz(didn't touch anything else).
Used previous bios version, current bios version without the amd adrenalin software, memtest86x, other benchmarks run fine now (firestrike, time spy, heaven).

Main question:
Does this mean my ray tracing cores are broken, my whole gpu is broken, expected behaviour, or is it some software bug?
You can use unigine superposition to test. You may have some isntability. Try this things, put rour rams without the DOCP ram profile enabled and see if it resolved, also dont OC your CPU just to see if it resolves, use the optimized defaults.
Usualy the problem is very simple an is just someting corrupted on Windows, the easy way is isntalling Windows again.
I have also to ask, your GPU is connectd to the PSU with separated power cables?
