Yeah, i think that too, imo every playable ruler must have a court room since theoretically they need a space that can hold court.I think the size of the room and the artifacts that can display must be determined by the size of the castle and other factors.For now there are submods that let you have that ability.
Oros, the second greatest Valyrian city before the doom it was said that is still inhabited according to the wiki,it is besides the sea at the end of the northern half of the peninsula, so the northern half technically it could be somewhat playable instead of impassable terrain,the islands of the southern part could be ruins that can be restored with negative county modifiers that represent the harsh conditions of the area.It would be very interesting to rebuild Valyria from it's ashes and restore the empire.
No, if you want to rollback the game before legends of the dead you have to download the right version of the mod.I assume you hate the plague mechanics, there's a rule before you start the game that you can turn them off,besides that, legitimacy and legends don't affect that much the gameplay and you can always play without the dlc, the mod doesn't require any dlc.

Dragon update is not so close as we think, i don't expect it earlier than late June (i hope I'm wrong on that),but before that I think that we are going to get smaller updates adding things as some Valyrian steel swords,the highgarden throne room and maybe Lys city model.
I guess each kingdom will get its unique throne room,for the free cities there's no point for something like this since they are something like republics.
