Are there any games where you play as a low level criminal, and you can steal/rob everything?
Like, as the main focus of the game, or just as one mechanic of the game?
If it's a mechanic, then Morrowind, Oblivion, and Skyrim all let you become a master thief - and even have thieves guilds.
Ive played skyrim as a master thief before but i would like something set in more modern days like the 90s or something like that
Playing The Witcher today, it is so weird to just take ANYTHING without people giving a fuck(outside special areas like cities or military camps)
The Witcher isn't a thief so they took the fun out of theft.
The risk of getting caught is what makes stealing so fun in Skyrim (and why people become kleptos IRL). Stealing is arguably the best mechanic in Skyrim although the primitive UI with center-screen button prompts and visibility indicators take away from the immersion. Getting onscreen text descriptions of everything is bad UI design and at 4k resolution objects should be able to speak for themselves without any onscreen text via legible text on labels or packaging. The button prompts to steal objects really aren't necessary and the onscreen open/closed eye visibility indicator could be replaced with a Manhunt style minimap hud that stays off to the side of the screen and makes it clear when the player is being watched without being obtrusive.

Hard to get more "squishy" and low-level than that. And all because your character is trying to steal enough to pay his rent...
With as many people who listed “thief simulator” I’m shocked this wasn’t further up. Thief was an excellent series. A bit dated now. The last one was a bit of a miss if you love the series but may be worth playing if it’s on sale. Otherwise Deadly Shadows was my absolute fav.
So many people praise Metal Age, especially the "Life of the Party" mission, which probably had one of the largest explorable and interactable map to date, with plenty of stealable loot and hidden secrets to find.
But no, I don't really count The4f as part of this series, since the game went off in a completely different direction and changed so many classic mechanics. On its own, it may be a decent modern AAA stealth simulator with stealing elements. But if you compare it to the other games in the series, it doesn't really hold up.
(If I had to make a comparison, it would be like comparing the original Parasite Eve with the 3rd Birthday. Both have similar named characters and mechanics, but the spirit of the games are vastly different.)
I don’t count The4f either, mainly because they refused to bring Stephen Russell back as Garrett.
I haven't played theif 1-3 but 4 was a competent enough game. Budget dishonored. Not a bad accolade by any means, but not an incredible game even without knowing a single thing about the previous games until after I played it.
Having played and loved the previous games very definitely tainted 4 for me. I can see how objectively it’s a middling game, but I have an emotional attachment to the originals that’s hard to ignore.

Cyberpunk 2077 you start out on the streets stealing stuff and doing jobs. Game plays like Skyrim but is cyberpunk style

I really like the Hitman 3 addition of the "new" mode in this regard. You can grab some weapons and tools and add it to your collection when you complete more complex and random missions. Since it's so random, you really have to think about how you will distract guards or just plain NPC to not get spotted :D You can't steal anything, but it's really satisfying.

Divinity Original Sin 2 you can steal all kinds of things around you if you spec high enough in the right things. That's a really fun part of that gane actually.
Drug dealer simulator would be perfect for that
It has an addictive gameplay loop, I was hooked. I didn't make it very far because the game was starting too consume me, it didn't look great and doesn't sound that fun but running from the cops and selling was a lot more fun than I anticipated. The new updates look quite intriguing as well.
