Kinda like TLOU2, where the character makes morally ambiguous choices or straight-up bad choices, and you can't change the outcome.
Preferably with a good story.

One of the most criminally overlooked CRPGs.
It's a shame it'll never get the sequel it was setting up for.
Sounds cool! I'll check it out.
I kinda wanted a change from the good guy stories after playing a ton of JRPGs recently. (Like a dragon 8, Unicorn overlord, persona 3, soon FF7Rebirth) so I wanted a change.
It's a spoiler just saying this, but Nier Replicant. Story is insane.
Also, Bioshock Infinite is great
Played them both. Really great games.
Spec Ops: The Line
Pretty much all of the GTA games count here. Every main character in the series is a criminal. There's other similar games/series like Saints' Row (at least the first two) and Mafia.
There's also the Overlord games. The whole point is that you're playing what would be the evil overlord in any other story, and have to fight and defeat the heroes. Dungeon Keeper is based on a similar idea, where you have to create a dungeon through which the heroes will go through and your goal is to kill them.
Destroy all humans! has you play a typical B-movie alien invader sent to earth to collect human DNA and take over the place.
Carrion is a 2D stealth game where you play the horror movie monster, sneaking around to kill and eat people.
Evil Genius is ... basically a supervillain sim game.
Assassin's Creed: Rogue has you play a main character that switches over to the side of the villains from the franchise, the Templars. If you're not familiar with the series, the Assassins are the good guy faction, fighting against the Templars' attempts to control the world.
The first Legacy of Kain game (while dated nowadays) does have you play as a freshly risen vampire on a quest for revenge, basically.
Plague, Inc. where you ... basically play as a global plague and try to infect the whole world.
Untitled Goose Game, where you play as a goose who woke up one day and chose violence.
Lucius, where you play as the anti-christ.
Hotline Miami, which is a very fun game where you play a mentally deranged hitman going on murder spree after murder spree.
The Postal games, where you ... go postal, pretty much. Infamous for letting you go absolutely nuts.
I liked the Pikmin-like gameplay of Overlord, but story wise, it falls into the trap of devaluing your "villain" status by making the antagonists even worse than you.
Ah, fair point. I forgot about that, they actually were the first games that came to mind when I saw the thread name.
Entropy Zero 2 ,It's an amazing game and the best game i've played this year. Entropy Zero 1 is also okay i guess, but if really like hl2 you might want to play it. Both of this are free.
Also GTA V
I'll check em out.
I'd also recommend Entropy Zero Uprising, it's another mod where you play as a standard metrocop trying to survive the City 17 uprising. Much shorter than Zero 2, but you're still getting like a couple of hours of playtime out of it and they're also developing a sequel for it.
I know they're a bit old, but with a very good story. Legacy of Kain series, but just the Blood Omen ones (and maybe defiance), where you play as Kain.
Assassin creed series... He is an assassin, pirate, a murderer, the cause doesn't justify your action
Everhood
Dungeon Keeper
Tales of Berseria. You follow a village girl turned demon on her angry journey where you and commit other crimes for the sake of revenge. It's a jrpg with fun action combat.
Man, I gotta pick up the tales series. Been putting it off for so long.
I've played 2 of them, Berseria and Arise, and I absolutely love them both. I have Zestiria but haven't gotten to it yet.
The Rance Series. Raptus.
Untitled goose game
Assassin’s Creed Rogue
Half-Life: Opposing Force
Star Wars: TIE Fighter
Star Wars: Force Unleashed
Hatred. You play as a deranged mass murderer killing everyone in sight. Its contents were deemed so evil that it was banned from Twitch.
It's a really boring game that is edgey for the sake of being edgey. I haven't seen anyone genuinely express a liking for it. No offense to you if you did, just wouldn't really recommend it to other people.
Oh I've never even played it. I just watched a playthrough a long time ago back during the controversy
Braid
Any of the Wario Land/World games
I was gonna say Undertale but you said not choice based.
Overlord
Nier: Replicant
Dungeon Keeper series. You are the bad guy of the dungeon and control the minions.
Endoparasitic. Not very long or intricate though.
Tyranny.
The evil overlord has already won, there is just one provence left to bring under heel and you have been sent in to do it.
Now technically you are given morality choices, but its more like "Do i take the land for the overlord or for myself?"
