Neighbour preventing parking

My cul-de-sac has one unofficial parking space for each house, this was pre determined by the neighbours long before I moved in. Great! Problem is, the neighbour that told me this when I moved in, is parking her car in front of my bay, making it hard for me to get in and out my space

I am white car in my bay, neighbour is green car parked up on the pavement (her space is taken up by her daughter's learner plate car)

When she's parked on the pavement, I can't reverse into my space or reverse out of it, because her car is in the exact place I need to manoeuvre. If I go out and come back and she's parked on the pavement, then I have to drive straight into the bay. Which is fine. Until I have to get out of the space, which is near impossible to do because shes parked on the pavement, and the bays are really tight when all the other cars are home

I can't turn at the end of the road and reverse down the road, or come in at a different angle because of how the road is laid out

I'm uncomfortable to say something to her, because I've already witnessed her kicking off at another neighbour about something, we havent lived here long and im anxious every time I have to go out incase i hit her car trying to leave. Has anyone got any advice or help?
