it's awkward because I didn't do it. I did move from my country and maybe it's automatic. Thing is I can't customize my blog anymore and I don't know why. Thank you anyway
edit: to give you some context (sorry its in Portuguese) but even in my laptop all I see is this interface.
That is extremely weird. Your interface is missing many options!
How about if you visit https://draft.blogger.com/ Can you see all the normal settings there?
Edit: It seems you may not be the administrator of that blog. You need to remove the code I mentioned previously, but to remove it you must use the admin/owner account for that blog. I think you are an "author" of this blog but not the "owner" or "admin".
effectively I see two authors (myself) down in the page but the mails are the same I'm logged in. I did created the blog long ago with a different mail but it wasn't a Google one, do you think I may access with a not google account?

The blog redirecting to spam problem is related to the translator code, but you cannot remove the translator code until you get full admin access to the blog. You can't, because of this different accounts issue.
You can read about the change here: https://www.peggyktc.com/2023/11/migrate-legacy-Blogger-to-Google.html
Basically you were supposed to have upgraded those old Blogger accounts to a Google account. It sounds like you didn't do that. You need to log into Blogger with that old account, if possible. Then I think you can set your newer (Google) G-mail account as the blog admin.
So that's probably not the problem, because you can still sign into the author account. And there's a post on the blog after 2014, so it has to be connected to a Google account.
It is possible that you set up your Google account with a non-gmail to sign in.
Try entering blogspot URL here: https://www.blogger.com/forgot.g
That will send an email to all the author and admin accounts for the blog, and it will show you a hint about the sign in email addresses.
I just tried it, so you may see that message in your inbox.
This is the hint:
We've sent login instructions for the blog at http://ceulilaceo.blogspot.com/ to you and the other blog authors. Email was sent to gmail.com accounts.
So that means there are multiple accounts that should have access to the blog, and they all use a Gmail email address to sign in.
So check all your accounts, and hopefully you can figure out which one is the admin account.
Seems to be related to some kind of translator you added to the blog:

You need to remove this.
You can do that by accessing the pure HTML from your theme. Go to Theme, click the down pointing arrow, choose HTML.

If you don't know how to remove this, you might need to reset the theme completely.
