It's risky because despite all previous positive interactions with the neighbor, OP cannot know how the neighbor will react to finding out they live next to a shroom junky. We don't know how not cool the neighbor can be. Some people would love to be gifted shrooms, others could consider them to be hard, illegal, addicting narcotics.

Well, it's not the person that says yes to mushrooms it's the ones that would say no. Some people can be cool and down to earth but are against psychedelics and mind exploration. You are just not going to be able to preach psychedelics to everyone no matter how passionate you are about the subject.
I personally would bring the topic up more overtly in conversation, like: "Hey man, I heard about these researchers using psychedelic mushrooms as a form of psychotherapy and addiction treatment. What do you think about that?" From their response, you can gauge if they have a positive or negative view, or at least a peaked interest.
Asking someone straight up if they like a drug implies you have said drug on hand. Op was asking about how to ask. I prefer to ask safely. Consider that this is someone you have to live next to for who knows how long.

Yeah you would probably be more likely to win the lottery than be apart of a sting operation for a 3.5 gram purchase. What peaceful place do you live in that your cops have time for that? It’s typically much higher quantities and sellers/ large growers they go after.

Yep, IME, cops don't usually care about small amounts of mushrooms and they rarely care about mushrooms at all, that's rare where the big money is at. Once in a while if an operation is huge, they may decide there's finally enough money to be worth the effort of getting a search warrant and lifting a finger but since shroom people are typically not stealing purses to get their shroom fix or causing trouble, they usually don't have interest. I mean if they are already searching your house for something else and find some, or maybe if some cop has a personal vendetta against you, they might try to use that to try to look less lame and pile on charges but that's about it. I've literally never heard of cops getting a search warrant just for a tad of mushrooms though. I've also heard locally of many cops just trying not to notice shrooms they find as long as you are not driving with them or something. They don't want to do paperwork for something that small.

The cops busted down my roommates door over a bag of weed, apparently they saw him give another friend of ours a bag of "drugs" outside our house, so they got a warrant and busted in at like 6am.

Then go from there. If he sounds kind of positive towards the concept, talk more about just shroom experiences in general and see if he still wants to talk about it more and maybe is curious or having fun with the concept, then if he is not looking at your with side eye yet, maybe just mention casually that you have some extras you can't use so let you know if he wants any sometime for free. Then if he does not say yes, drop the subject and don't bother with it again and I think you should be fine unless he's really uptight.

I always feel people out first by telling a story and analyzing their reaction.
As an example I went to a concert last week and had some mushrooms and it was a blast.
People will tend to tell you the following. I have never done shrooms. I have never done shrooms but would like to. I love shrooms.
It would be a lot safer to ask them sometime about their usage history. That way, if they surprise you and say "drugs are evil, druggies must die!" you can not proceed with risking your life. Then if safety is there, offer to trip together with him, in the moment, just hand some over and take them with him. But this is all a dangerous path, do you have options that involve not sharing this info with people unless you're 100% sure it's safe to do so?

If it's positive or unbothered, I'll ask if they have any funny/relatable substance stories about themselves or that they've heard.

with my mom and her dogs and her hoarding(It is getting better, i started just throwing out stuff when she is not looking and she at least hired an organizer hehe), my neighbors hate us. I went overseas for a year and when I came back there were bugs everywhere. While I should have moved out, i cleaned up the place and tossed a lot of stuff out. My Neighbor snitched on everything we did wrong for a while as they hated living next to that mess but of course all we'd get is a letter saying we'd get a small fine if we don't pick up the trash we set out on the curb for the garbage people to pick up.

IDK, some people freak out on shrooms, they are not always ready or able to deal with their own bs and inner thoughts. Shrooms can help you but you have to be willing to meet them half way.
The people who 'need' shrooms are a subset of the people who decide on their own that they're interested in them.
If the interest isn't really there, or they have to be sold on the idea somehow, the set isn't right. The medicine is unlikely to work in the way we hope.

In my experience, as Snoop Dogg once said, "Game recognizes game." We seem to always find each other in one way or another. I'm also one who likes to lift people's spirits and consciousness by giving them free mushrooms. I somehow always end up with more than I need, so I give them to people, that I know are cool, that can benefit from them. My father was well known in this small town to great people with a smile and a piece of candy. He became known for this. I am also known for the same thing, but in psychedelic form. People know not to ask, because they get charged, but if I feel like you need them, they're free.
I don't see what you are asking as weird, because I am of the same mindset, however; be extremely careful. I mentioned the same proposition to my neighbor last summer and now they treat me differently. They are still friendly, but they aren't as social as they were before they realized I was doing my yardwork tripping my nuts off. Please also ensure they do not suffer any form of mental illness or are taking any SSRI's as well. No one wants that on their conscience.

What kinda person is your neighbor? If they look like a hippie then the odds are they are one. That doesn’t mean they still do psychs though so be ready for them to not want any. The chances of you getting in actual trouble from something like this is very low, but not zero. Just use common sense and you’ll be alright.
