I’m sure laws about traffic are best seen as guides on driving expectations, to keep people safe.
Yet, I doubt that most people would be stealing or killing if the law didn’t exist. I know things were crazier back in the past, but that was before society expected those things not to happen.
If society all agrees on something, it’s pretty much going to happen. The outliers are the ones who need to law to guide the rest of society on how to treat their crimes, and they the perpetrator doesn’t care what the law says. They’d commit the crime either way.
