Below is a list of no annual fee flat-rate (non-category) cashback credit cards with a minimum of permanent (non-promotional) 2% cashback on all purchases, regardless of method of payment (i.e., we've excluded cards that require payment via Apple Pay or PayPal to qualify for 2% or more cashback).

To keep the table to a manageable length while maximizing its utility for our readers, our criteria for listing a card in this table are as follows:

  • No annual fee, AND
  • Available in many states (see the next table, below, for a list of "geofenced" credit union cards), AND
  • Pays permanent 2% or more cashback on all purchases.

Explanations:

  • [A] The Logix FCU Platinum Rewards pays (uncapped) 1.5% cashback. With Relationship Rewards, cardholders can get bonused credit card rewards with varying amounts deposited or borrowed from Logix. Thus, the Logix FCU Platinum Rewards pays 2% cashback with $35,000 deposited or borrowed from Logix, and 3% cashback with $100,000. Requires American Consumer Council membership to gain eligibility to join Logix FCU, plus a $5 refundable member share deposit. ACC membership can be obtained for free with the coupon code: consumer. The card is available in 8 U.S. states and Washington, D.C. The 8 states are Arizona, California, Maine, Massachusetts, Maryland, Nevada, New Hampshire and Virginia.
  • [B] The Robinhood Gold Card is issued by Coastal Community Bank because Robinhood itself is not a bank. The card has no annual fee, but requires maintaining an annual Robinhood Gold membership, which costs $50/year. (The card is not available to monthly Robinhood Gold subscribers.)
  • [C] The Bank of America Unlimited Cash Rewards pays (uncapped) 1.5% cashback. With Preferred Rewards, cardholders can get bonused credit card rewards with varying amounts deposited or invested with Bank of America or Merrill Edge: 25% at $20,000, 50% at $50,000 and 75% at $100,000. Thus, the BoA Unlimited Cash Rewards pays 1.875% cashback with $20,000 deposited or invested with Bank of America or Merrill Edge; 2.25% cashback with $50,000; and 2.625% cashback with $100,000.
  • [D] Requires Alliant Credit Union Foundation digital inclusion advocate membership to gain eligibility to join Alliant CU. An Alliant Credit Union Foundation digital inclusion advocate membership is provided for free by Alliant CU. Alliant CU also contributes the $5 member share deposit, so joining Alliant CU is free. The Alliant CU Cashback Visa Signature pays (uncapped) 1.5% cashback. With an Alliant checking account with a $1,000 minimum daily balance enrolled in eStatements and at least one monthly electronic deposit, cardholders can earn 2.5% cashback on up to $10,000 spent on all purchases (regardless of category) each month. (Purchases over the $10,000/month cap still earn 1.5% cashback.)
  • [E] The Truist Enjoy Cash pays (uncapped) 1.5% cashback. With Loyalty Cash Bonus, cardholders can get bonused credit card rewards with varying amounts deposited or invested with Truist: 10% with a Truist checking, savings or money market account (no minimum balance required), 25% at $25,000 and 50% at $100,000. Thus, the Truist Enjoy Cash pays 1.65% cashback with a Truist checking, savings or money market account (no minimum balance required); 1.875% cashback with $25,000 deposited or invested with Truist; and 2.25% cashback with $100,000. The card is available in 15 U.S. states and Washington, D.C. The 15 states are Alabama, Florida, Georgia, Indiana, Kentucky, Maryland, New Jersey, North Carolina, Ohio, Pennsylvania, South Carolina, Tennessee, Texas, Virginia and West Virginia.
  • [F] The Citi Double Cash earns 1% cashback on purchases and an additional 1% cashback on payments made on those purchases. Note that, as a result of this "1% plus 1%" cashback earning structure, cashback must be redeemed as a direct deposit or transferred to a different Citi credit card in order to receive the full 2% cashback. Redeeming cashback as a Citi Double Cash credit card statement credit results in an only 1.98% cashback rate. Cashback is earned in the form of ThankYou Points (TYP), which can be transferred to a Citi Rewards+ credit card for a 10% bonus on redemptions (making the Double Cash effectively earn 2.22% cashback) or a Citi Premier credit card (annual fee applies) for increased value. The Rewards+'s 10% bonus on redemptions applies to the first 100,000 TYPs (=$1,000 in cashback) redeemed per calendar year, so the effective 2.22% cashback rate on a Double Cash paired with a Rewards+ applies to up to $50,000 spent each calendar year (assuming all spend is put through the Double Cash).
  • [G] The SoFi Unlimited 2% Credit Card pays (uncapped) 2% cashback. With SoFi Checking and Savings accounts (SoFi does not allow maintaining a Checking account alone or a Savings account alone) with at least one monthly direct deposit (into either the Checking or the Savings account), cardholders can earn (uncapped) 2.2% cashback.
  • [H] Requires American Consumer Council membership to gain eligibility to join the State Department FCU. ACC membership can be obtained for free with the coupon code: consumer. SDFCU also contributes the $1 member share deposit, so joining SDFCU is free.
  • [I] Requires a Fidelity brokerage, Fidelity Cash Management, Fidelity 529 College Savings Plan, Fidelity Traditional IRA, Fidelity Roth IRA, Fidelity Rollover IRA, Fidelity SEP IRA, Fidelity Go, Fidelity Charitable Giving, or Fidelity HSA account. A Fidelity Cash Management account can be opened for free, and there is no minimum balance requirement. The SUB is $150 only if, e.g., this link or this link is used to apply. Applicants who fail to apply via one of these links may not qualify to receive the SUB.
  • [J] The Capital One BJ’s One+ Mastercard pays (uncapped) 2% cashback on all purchases. The card also pays (uncapped) 5% cashback on most purchases at BJ’s. The card has no annual fee, but requires maintaining a BJ’s Club+ membership, which costs $110/year.
  • [K] The Comenity (Bread) Cashback card's car rental CDW only applies in the U.S. and Canada, and is secondary in both countries. (Typically, car rental CDW applies in most countries in the world, and, typically, coverage is secondary in the U.S. but primary in other countries.)
  • [L] Requires qualifying for a starting credit limit of $5,000 or more. Only existing PNC customers can apply for the card online; all other customers must apply in person at a PNC branch. The card is available in 25 U.S. states and Washington, D.C. The card is not available in the following states: Alaska, Arkansas, Connecticut, Hawaii, Idaho, Iowa, Kansas, Louisiana, Maine, Minnesota, Mississippi, Montana, Nebraska, Nevada, New Hampshire, New York, North Dakota, Oklahoma, Oregon, Rhode Island, South Dakota, Utah, Vermont, Washington (state) and Wyoming. It is also not available in the U.S. territories, including Puerto Rico.
  • [M] Requires a $5 refundable member share deposit. With military service; a PenFed Free Checking account with either a $500 minimum daily balance or monthly direct deposits totaling at least $500/month or a PenFed Access America checking account, cardholders can earn (uncapped) 2% cashback. Note that, while an Access America checking account confers eligibility to earn (uncapped) 2% cashback with a $25 minimum balance and no direct deposit requirements, the Access America checking account charges a $10 monthly maintenance fee unless one maintains either a $500 minimum daily balance or monthly direct deposits totaling at least $500/month.
  • [N] Requires Pennsylvania Recreation and Park Society membership to gain eligibility to join PSECU, which costs $10 ($20 minus PSECU's contribution of $10 toward the cost of PRPS membership), plus a $5 refundable member share deposit. With a PSECU checking account and monthly direct deposits totaling at least $500/month, cardholders can earn (uncapped) 2% cashback.
  • [O] Requires Preferred Banking status, which requires $100,000 deposited or invested with Fifth Third.
  • [P] Requires American Consumer Council membership to gain eligibility to join USALLIANCE Financial, plus a $1 refundable member share deposit. ACC membership can be obtained for free with the coupon code: consumer.
  • [Q] Requires North Carolina Consumers Council membership to gain eligibility to join Carolinas Telco FCU if applying from outside its geographical area, which costs $20 for an individual membership, plus a $5 refundable member share deposit.
  • [R] Requires Friends of Bombay Hook membership to gain eligibility to join Dover FCU if applying from outside its geographical area, which costs $15 for an individual membership, plus a $5 refundable member share deposit. The foreign transaction fee is a flat $2.50 per transaction, so there's a net cost to use the card on any foreign transaction less than $125 (for larger foreign transactions, the cashback earned would exceed the $2.50 FTF).
  • [S] The American Express Blue Business Cash (note, this is a business credit card) pays 2% cashback on up to $50,000 spent on all purchases (regardless of category) each calendar year.
  • [T] The card is available in 8 U.S. states. The 8 states are Colorado, Illinois, Iowa, Kansas, Nebraska, South Dakota, Texas and Wyoming.
  • [U] The TD Bank Double Up earns 1% cashback on purchases and an additional 1% cashback when cashback is redeemed into a TD Checking, TD Savings, or TD Money Market account. Note that, as a result of this "1% plus 1%" cashback earning structure, cashback must be redeemed as a direct deposit into a TD Checking, TD Savings or TD Money Market account in order to receive the full 2% cashback. Redeeming cashback as a TD Bank Double Up credit card statement credit results in an only 1% cashback rate. A TD Convenience Checking account can be opened with a $100 minimum daily balance (otherwise a $15 monthly maintenance fee applies). The card is available in 15 U.S. states and Washington, D.C. The 15 states are Connecticut, Delaware, Florida, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, North Carolina, Pennsylvania, Rhode Island, South Carolina, Vermont and Virginia.
  • [V] With a KeyBank checking account with monthly deposits totaling at least $1,000/month and a KeyBank savings or investment account with a $1,000 minimum daily balance, cardholders can earn (uncapped) 2% cashback. The 3% FTF is waived for Canadian purchases. The card is available in 15 U.S. states. The 15 states are Alaska, Colorado, Connecticut, Idaho, Indiana, Maine, Massachusetts, Michigan, New York, Ohio, Oregon, Pennsylvania, Utah, Vermont and Washington (state).

The card requires living, working, worshiping or attending school in the following California counties: Los Angeles, San Bernardino. Requires a one-time, non-refundable $5 membership fee to join WPCCU plus a $25 refundable member share deposit.
  • [E] The 121 Financial Visa Cash Rewards offers credit limits ranging from $500-$5,000; the Visa Signature offers credit limits ranging from $5,000-$50,000. The cards require either (a) current or past employment by a telecommunications company, or (b) living, working or attending school in the following Florida counties: Alachua, Baker, Bradford, Clay, Columbia, Duval, Flagler, Nassau, Putnam, St. Johns, Union; plus a $5 refundable member share deposit.

The card requires Hawaii residency (i.e., out-of-state members of HSFCU are ineligible to apply); plus a $20 refundable member share deposit (note that a $100 average daily balance is required to be maintained in the member share savings account in order to avoid a $5/month service fee). Cardholders who later move to Iowa must inform HSFCU and cease use of the card.

The card requires living, working or worshiping anywhere in Texas, plus a $1 refundable member share deposit.
  • [Y] The card requires living, working, worshiping or attending school in the following Texas counties: Austin, Brazoria, Brazos, Burleson, Chambers, Fayette, Fort Bend, Galveston, Grimes, Harris, Lee, Liberty, Matagorda, Montgomery, Waller, Washington, Wharton; plus a $1 refundable member share deposit. To be eligible for membership in the credit union, one has 3 ways of qualifying: 1. live or work in the Wisconsin counties of Brown, Door, Kewaunee, Marinette, Oconto, and Shawano (all in the Green Bay area), or work for a qualifying employer (all based in the Green Bay area); 2. have a relative who is currently a PCMCU member; 3. live in the same household as someone who is currently a PCMCU member. Membership requires a $5 refundable share deposit.
