My experience is the exact opposite. The kids who pushed boundaries and whose parents allowed them to do what they wanted (because they were afraid their children would stop talking to them) grew up to be adults that couldn't handle being told no or not getting their way.
Its not trust though as you've said that saying no results in isolating them and they'll lie from now on.
As the adult you have to be willing to show them why thats the wrong response to someone setting a boundary.

Sounds like this might be the issue.
If you say no, then 2 things are going to happen; You're going to isolate her, and you're going to teach her to hide things from you.
If setting a boundary is too much for her to handle and causes her to pull away she maybe too immature to be thinking about sleeping over at her GFs house.
You educate and help your kids make the best choices they can and offer them a safe place if they mess up. That doesn't mean you enable them to do it.
Its like those parents that ok drinking for underage kids at their house. They're going to do it anyway might as well be here.
