If you can shuffle things it might be a good idea to do so. The courses can be taken at the same time, but those are a lot of courses that are specifically structured to cause weaker students to fail or drop out that you're taking at the same time. They'll give you a tonne of work and it'll be challenging to manage.

I'd say no. EE degree is very general and while it would give you a good foundation to learn your specific application from, I think it would be more time effective to take a few general courses and then dive into the specifics of the systems you're working with.

Depends on the job. Some things (Transmission engineering come to mind) are very cross-discipline, and you can get there from either field, others not so much.

Also I agree with the person who said that things come back to you pretty quickly. I helped a cousin study calculus about 15 years after I originally studied it and managed to recall it fairly quickly. You'll probably only be a bit behind people who had a summer off, and could make it up by reviewing stuff.
