They could have paid both if they wanted to, it was more about preferring Guenzel, which from purely hockey perspective is reasonable. Although I'm sure Stamkos would have been ok with much less in Tampa than what he got in Nashville since at that point he could ask as much as he could get.

I think it was because the teams want to have their full staff available for the draft and all the possible dealings, and not to be away so close to the free agency period. You would think they'd like the chance to have all the GMs in one place, but I guess they don't value it as much.

That's exactly the point. They are not shopping him, but if one of those teams calling really want him, then they will have to overpay. You're not selling someone you are not planning to sell at market price.
