There are very few positive representations of people from Eastern Europe in American media. 9 times out of 10, if the story is in the present times the eastern Europeans are members of criminal organizations. If the story takes place in the 80s and earlier we are also members of soviet army or spies in addition to just being criminals. The absolute best representation we get is when we are scientists who betray their countries to help American heroes, and then we die at the end.
My guess is that Latveria, Transia and others exist not because of particular care about our representation, but out of pure laziness. They are just stand-ins for generic eastern-european countries. I doubt anyone spared 10 seconds to think about representation when these countries were created in the 60s.

I think you're under a misconception here. What we see in the game in not NCR territory. Not a single settlement in game is under NCR political control. Primm can come under their political control during the game, if the inhabitants ask for it. Otherwise, these people are not NCR citizens and NCR military has no obligation to protect them.
Treaty of New Vegas allows NCR to establish Embassy on the strip, Fort McCerran, Sharecropper farm and military outposts. And most importantly to keep control of the Hoover Dam. But it does not give the territory to the NCR. What we see here is a frontline that NCR strategically keeps beyond their borders. The whole Mojave campaign started because of the raider attacks on NCR citizens, so the initial goal was the pacification of the borderland. As far as we know that initial goal was realized. The focus shifted to keeping the Hoover Dam later on. NCR cannot really hope to gain political control over the Mojave until it controls New Vegas. Without it they treat the area as neutral ground.
So why would NCR spend military resources to keep Cassidy Caravans safe, if Cassidy Caravans doesn't pay taxes to the NCR? Why would NCR spend resources to deal with Fiends? It's enough to keep them away from McCerran.
As for the Quarry and NCR Correctional Facility, we know they kept them safe for years, the control broke only now that Legion is pushing against the Hoover Dam, which is the actual objective of the NCR in the neighborhood.
As for the stability in the Legion territory we do get glimpses into how they achieve it. We see it in Nipton and in ending slides for Great Khans, Novac and others - they come in, enslave women, murder elderly and most of the men. Pacification of conquered territory is easy when your modus operandi is genocide. I doubt NCR employs similar methods.
