I don't think anyone or anything plugged in is an NPC, but rather a simulator/machine of varying complexity. I think by interfacing with other simulators in stable simulations like this universe, we gain more complexity and stability for our own personal simulations. Accrue enough experience and you may be able to create your own stable simulations (and not the paltry fluid mess that is our dreams lol)
