Back in 2015 when I had a PS4, Windows would recognize it but it didn't work on any game unless I used DS4 Windows, it was the only way windows would allow it's use with a custom driver. It basically emulated the DS4 as an Xbox One Controller.

If I'm not mistaken, that's an ASUS board, and the led that stays on is VGA (AKA the gpu). Try re-sitting the GPU, maybe try another PCIe slot. I don't know which CPU you have, or if it has on board integrated Graphics, but try the Motherboard's HDMI/Display port and see if it boots if re-sitting the GPU doesn't work.
I was experiencing a similar issue, I even thought my SSD OS was dying and migrated Windows to a new NVME to still have the stutter and overall system lag. I simply refreshed Windows 11 and now it's back to super responsive, no frame time spikes or overall system lag.
