Yeah, this. It probably looked shiny in person, but it’s not the natural color - just the sun reflecting.

I'll add to the other comments. This is definitely an eastern hognose. The WI DNR is wrong

Nah, not a biologist. I'm just someone who asked for an ID a few years ago and decided to stick around. If you do the same, you'll end up learning a lot. For questions regarding regional color patterns, iNaturalist.com can be super helpful.

Also, after looking at some ratsnakes from your area, I realized that the pattern doesn't actually fade much. That's something that happens farther north. Here's an example of a typical adult ratsnake in that location. https://www.inaturalist.org/observations/214403607 On iNat, it's classified as P. spiloides, but that's an old name that refers to the same snake. It'll hopefully be changed to P. alleghaniensis soon.

Common Gartersnake Thamnophis sirtalis is correct. !harmless

And "Red-sided Gartersnake" would indeed be the subspecific ID, but we prefer to not use those. Especially with gartersnakes, the recognized subspecies are purely superficial and have no genetic basis.
