24 here, been playing on and off since release
For Tier 5 rifles, I've been using the Steyr Monobloc Amad Green-Brown. It has enough energy to usually drop any Tier 5 animal and can even take most Tier 6 animals if you're patient enough to let them get within 200 meters and place your shots well. My go-to rifle for Tier 6 animals though is the Steyr Carbon CL II. The .338 Lapua will drop any Tier 6 animal provided you're at a reasonable distance and have good shot placement.
I'd also like to recommend the Skye Vortex bows from the DLC (I forget which one) as they're good for Tier 2-6 animals and are probably my favorite weapon in the game. They're a little harder to use because of the limited range, but they're so fun and satisfying to use, and it's nice to not have to worry about switching between firearms.

The question mark could mean that your shop is overpriced or that you're trying to sell useless things no one is ever going to buy. Dollar sign could mean that they're interested in what you're selling but not for the prices you have listed and are most likely going to offer a measly fraction of what the items are actually worth. If this is something that happens often, I would suggest taking a look at the prices at other player vendors and combing through your shop and taking out the less useful items.
I also heard a theory that he isn't actually forklift certified and is just such a badass that he's disregarding OSHA health and safety guidelines and driving it anyway.

Full health no VATS stealth rifleman. I started off with the Handmade, then switched to the Fixer, before eventually switching back to the Handmade. I know the Fixer does more damage per shot and is better because of its base effects, but I found myself missing a lot more of my shots I know I would have made with the Handmade, and coupled with the faster fire rate I actually have a faster time to kill than with the Fixer while also saving ammo.
They'd lock it up if they didn't want anyone taking it.
