It's equal stats so the cloaks wouldn't be allowed to add defense or you can say that goku can have zenkais throughout the fight, and what would you say is a force needed to dispel a clone? Also ki regenerate over time while it's not as fast as naruto, and sayians grow stronger during battle like goku post omen 1 doing better than before against jiren. Also it's not like the TSO is unbreakable or able to defend against anything, and once lost I'm pretty sure it doesn't regen, also him not having mui avatar doesn't really nerf him much.

To deal with clones goku could just use an eye kiai, or a push kiai, or a shout kiai to dispel them and it uses like 0 zero ki, I will say naruto has higher energy recovery as he quite literally has kurama inside him. And short range goku beats I'm terms of martial arts, and if we allow tools like kunai it's only fair we allow something like the pole, or ki blades. Also goku can use telekinesis to pull naruto like the universal pull to hakai him as it's not like hakai is charged like a kame ha me, as it worked on fused zamasu who should be faster.
