I did it a lot, and on ocassion I still do. I draw cities for a fictional country I've been working on since I was ~15. It's called Cathargia, it has a topography, timeline, history, currency, provinces, economics, political parties, international relations, airlines, sports teams and -of course- roads and railways.
I'll draw significant cities like this (to a higher scale tho), and I'm currently slowly re-drawing the whole country on a 2-by-1 meter piece of paper from 4 regular size ones (a4).
