Your CPU probably needs new thermal paste. The cooler ramps up its fan speed to compensate for the heat. New thermal paste means less need for fans the go super speed. And no it's not good for the CPU

there should be a fan controller on the back of the case that looks like a small box where all the fans hook up to. You should also be able to youtube the name of your case and find some build videos to guide you
