In Soviet period government gave that pieces of land to the people. It also was a good thing for nepotism: uniforms and other people related with the state got the best lands, simple people got their land on the swamps. After that it was a great quest to get materials for building "the hut" (dacha). Because it wasn't any hardware stores in USSR. You should place an order for materials in your organisation. Or steal it on your factory. Or buy it from those, wjo had stolen it before on their factories. It sounds like something from Mars, but in many cases it was so. Nowadays it is not so expensive to buy a dacha (only land, not the land and the house) . The price depends of the place and how far is it from the nearest city or town. And of course what communications do we have there. For example you can easily buy a 600 square meters of land somewhere 250km from Moscow, in the deep forest (in the middle of nowhere) without electricity and other stuff... Something around 1000$.

Global culture made generation Y and others after them quite similar to other modern cultures and communities of the planet. But "oldies" are still in power, and I suppose they hate us as "traitors" of their views about ideal life. Real generation gap.
