Seen lots of datasheets like this. Part should be designed for 3.3V logic. Power supply is allowed to go to 4.5 but unless you've got really shitty rectification on your P3V3 line, this won't be an issue.
From what I've seen, in general a lot of I/O pins have a lower voltage rating than their power supplies (there are exceptions to this; ex relays) due to internal construction of the semiconductors.
