Rebuilding the instance from scratch solved the issue.
:( I’m tempted to rebuild the instance and see if the issue persists afterwards. Even manually installing the update from the catalog shows a pending restart that won’t clear.
I have a similar issue, but only one 2022 instance. Patch shows successfully installed, but it keeps wanting to download and install. :/
A GPO would just reapply the settings every 90 minutes with a 30 minute offset, by default. Maybe look at using Task Scheduler with https://learn.microsoft.com/en-us/windows/security/operating-system-security/network-security/windows-firewall/configure-with-command-line?tabs=powershell to schedule them?
