The parliament absolutely has the right to legislative initiative, and so does the prime minister. In the case that a party that is opposed to the president has an absolute majority, the government is normally aligned with the parliament. Then, the president normally focuses on foreign politics while the government handles all other matters. None of this is written directly in the constitution, but it is how it has gone on in the past: the president can choose the prime minister but the parliament can refuse the government, so there needs to be an agreement. Of course, you could imagine that the president refuses to follow the wishes of the parliament an then I suppose there would be some sort of attrition warfare, but I think it would be political suicide from Macron (even more than what he's already done).

What is a bit unclear, I think, is that we have a potential for a parliament where no party has an absolute majority. In that case, It's not entirely clear what would happen, as there is not precedent in the 5th republic. A coalition might form, or there might be an agreement for a "technical government" that is not politically, or possibly something else. Jordan Bardella, the leader of the RN, has already said that he would not want to be prime minister if the RN only has a relative majority.

You don't need the axiom of choice either to prove that R² and C are isomorphic as Q-vector spaces. They are obviously isomorphic as real vector spaces and therefore also as Q-vector spaces since Q is a subfield of R.
