Based on everything you mentioned the Ally X will be your best bet. Performance wise it's the best. Battery is on par with the Steam Deck Oled. Ally also runs Windows so compatibility for emulation is essential and the most stable. Ergonomics are still to be seen but promising. Ally and Ally X have the best audio as standalone speakers, Steam Deck Oled 2nd best to me.

Seems tight. You can move the tower or the car there at the end too. Almost feel like shelves might be a great option for stacking headphones, decor etc. That will free more space on your desk. Personally I would get rig of the mat, too large.
Need a mount for those monitors, then cable management with ties or Velcro straps around and under the desk. Then maybe work some spacing and lights

ROG Ally Z1 Extreme. I've had it since launch and haven't had any issues at all, recommended 100% unless you can wait for the release of the refreshed version coming out soon and announcement coming June 2 as the ROG Ally X.

Emulation is great up to PS2 and switch. PS3 is the only one that struggles on the SD. I would recommend the Ally or Legion Go for PS3 specifically.
Check retro game corps YouTube channel on the regular ROG Ally for emulation. It runs up to PS3 no issues. WiiU and 3DS should be cake. More limited by emulators themselves at that point than the actual power from the console.
