The US is unfortunately still too reliant on oil and gas so stopping production would just hurt the economy and make everyone hate Biden more.
The key is to wean off of fossil fuels, not just stop it altogether even though it would be ideal for the survival of the planet.
The alternative would be to continue oil and gas production and hault renewables instead.

The near future I'm seeing like a Handmaids Tale, Middle Ages Renaissance, Hunger Games, V for Vendetta vibe in the West. China and likely elsewhere in Asia will have a cyberpunk vibe though as they already kind of do.
