You may be better off undervolting and letting the card boost itself. But, with a 3070, the limiter is mainly voltage, and as somebody already posted they are pretty close to maxed out performance out of the box.

It's unlikely it is the extension cord unless the cord is a super cheap one. That is a good PSU, the likelihood it is the issue is slim.
It's possible that your motherboard can't supply enough of the power that is needed for all the components when running everything overclocked.
Try just leaving you gpu at default settings and running only your cpu overclock. Leaving XMP on is fine as well. If it doesn't restart, then you can safely presume that your gpu overclock is unstable. You can then work from there on overclocking your gpu until you find a stable point. If this turns out to be the case, I would only overclock the gpu core to see if it is the vram causing the restart. I know I had issues when overclocking my vram. It doesn't even like to go to +200.
If that is all fine, do the same with your cpu, overclock until it crashes and then dial back the settings.
If you think you figured it out but then it crashes again later on, it may actually be a power issue and you will have to dial back both overclocks.
What's the brand and model of the power supply? Is it just quickly resetting or does it appear to be shutting down for a moment and then booting back up? Have you checked the event viewer in windows for a critical fault? It could have more information on what caused the restart.
If undoing all your overclocks fixes the problem, it is likely a power issue.

It's not about speed, it's about selling your moves so your fakes look just like them. That way the defender has to make a decision. They have to contest the shot, so they only way the can get better is to learn his moves. If he doesn't hit the shots, they don't fall for the fakes. If they don't defend the play, he knocks down an uncontested shot.
There is an old story from JR Smith about when he was a rookie and had to guard Kobe. Coach told him exactly what Kobe was going to do. He was going to drive right, and then was going to pumpfake 2-3 times. Coach told JR not to jump on the fake.
