If I understand correctly, Using Context-Aware Access, you can create granular access control security policies for apps based on attributes such as user identity, location, device security status, and IP address. This is something achievable, you can register for a trial and do POC, but for Beyond Corp alliance, there specific partners who can support this, I have listed them below for your reference

For your question on the ability to push apps without Apple ID, you might want to consider the VPP option. It lets you purchase apps on behalf of your organization and distribute them to devices. Installation will be silent, without any user intervention, especially if the device is company-owned (Supervised).
Revocation of these licenses and your other requirements like wiping corporate stuff alone after an employee exit or offboarding your device is achievable via SureMDM.
